So are you saving enough to fund 25 years or more of retirement? Can you really afford to pay for your children or grandchildren to go to university - or help them onto the property ladder? And what about all those holidays you promised yourself? We entrust the vast bulk of our investments to fund managers. Here in the UK, according to Her Majesty's Treasury, the industry has more than four TRILLION pounds of investors' money under management. Fund managers invest people's savings wherever they see fit - mainly in equities, or shares in listed companies. They claim to be experts at making our making grow, using their expert knowledge to pick the shares that will outperform the market. But all too often the returns they produce are considerably lower than the average return of a benchmark index like the FTSE 100 - or the S&P 500 in the States. For veteran investment guru John Bogle, the problem is simple. Fund managers just aren't as smart as they like to think they are. As it means trading against the view of numerous market participants with superior information, buying or selling a security is effectively just a bet. So, whilst your fund manager might lead you to believe it's his knowledge or intelligence that enables you to beat the market, he's really no better than a gambler. So, you might be lucky enough to choose the right fund manager. But you could just as easily pick the wrong one. According to the financial services company Bestinvest, there are currently nearly £10 billion of UK investors' money languishing in what it calls dog funds - in other words, funds which have underperperformed their benchmark index for at least three consecutive years. Ultimately, of course, fund managers are businesses. They exist to make money for themselves. They want our business - even if it means persuading us to invest in a fund which they themselves wouldn't want to put their own money in. It's now time to look at what it actually costs us to invest. Fund managers are, of course, businesses. And, like all business, they have overheads. Running a big fund management company doesn't come cheap - esepcially when top managers earn around £2 million a year, including bonuses. And remember, it's you, the customer, who picks up the tab. Ultimately, though, fund managers need to make a profit. In fact they'e making around £10 billion from us every year - and that's regardless of whether or not they manage to produce a profit for us. Part of the challenge is working out exactly what we are being charged. Investors typically use something called the annual Total Expense Ratio, or TER, to compare the cost of investing in different funds. But, the TER excludes dealing commission, stamp duty and other turnover costs that can add considerably to the expense of investing over time. So, apart from those hidden charges, what else are we having to pay? More importantly, what sort of impact do charges have on the value of our investments? And the bad news doesn't stop there. Despite a marked increase in competition, management charges in the UK have been steadily rising over the last ten years. There are some encouraging signs for consumers. The FSA's Retail Distribution Review will require fund managers to be fairer and more transparent when it comes to charges. In the meantime, investors should be on their guard. When most people think of the country Somalia, they associate it with the only areas national media cover, pirates, extremist terrorism, famine and war. A self declared independent state of this country named Somaliland seemed to be different from the rest, the people were happy, it was safe to travel too and they seek peace following the 1988 Somali war. Somaliland is a self declared independent state, that has been fighting for recognition since the 1960’s. Since then, Somaliland has managed to instate its own visa’s, currency, police force and even access to reliable internet. I wanted to discover more about the somali people are what they are really like, and how they live their lives. So i researched ways to get into the country. Crossing the border is relatively easy in fact, you just need a visa. I found a tour operator named Lupine Travel who offer trips out to the Horn of Africa Via Ethiopia, this was my chance to meet some of the locals of Somaliland. So, after speaking to the company and arranging my trip, I booked my flights, armed myself with my camera and set out to discover the story of the people of Somaliland.

Last time we learned how the largely self-regulated fund management industry has a vested interest in maintaining the status quo, with active investing holding sway over passive. Human beings have a tendency towards over-confidence - and that's reflected in the way we invest. And, while ctive funds are widely advertised, assive funds aren't. Nor do they command much media attention. So what does the future hold for the passive approach when fund management companies are spending vast amounts of OUR money trying to convince us that active is best? Can it ever seriously challenge the instinctive belief that people have that, if only they can find the right manager, they will beat the market? Well, actually, passive investing has been gaining in popularity in the United States for many years. And all the signs are that it's just starting to take off here in Britain as well. When a company called Vanguard introduced the first index fund for individual investors in 1976, critics said it wouldn't catch on. It's now one of America's largest investment companies with more than one one-and-a-half trillion dollars of assets under management, and it's expanding worldwide. In fact Vanguard believes that passive investing has far greater potential in the UK because the cost of active fund management is higher over here than it is in the US. Although passive investment still accounts for a very small share of the retail investment market - in other words, the market for individual investors - institutional investors already have more than thirty per cent of their portfiolios invested in passive funds. One of the companies helping individual investors to take advantage of the lower costs and higher than average returns offered by passive investing is Barnett Ravenscroft Wealth Management. There are also signs that the media's becoming more receptive to the arguments for passive investing. Several independent internet sites which, unlike the financial press, don't rely on fund management companies for advertising revenue, and can therefore say what they really think about active funds, are also starting to recommend passive. So, to summarise... Passive investing has grown steadily in popularity in the United States since the 1970s and continues to do so. Passive already accounts for more than 30% of the institutional investment market in the UK. The first person to make a clear distinction between active and passive investors was the American economist and financial analyst Benjamin Graham. Born in London in 1894, his parents moved to the States when he was a baby. He studied and taught at Columbia University and co-founded a highly successful investment company. His books have become investing classics. Graham described active investors as speculators. They need to be interested in studying companies and markets - and have the time time to do it. Ideally they'll have specialist knowledge as well. Passive investors, on the other hand, are essentially defensive, and in it for the long term. Graham recommended that passive investors have a diversified portfolio, split between shares and bonds, which they occasionally rebalance. One of Graham's students was Warren Buffett, who once described him as his "idol". LIke his mentor, Bufett is of course a speculator. But he, too, recommends passive investing for the majority of investors. "Most investors," he once said, "will find that the best way to own shares is through an index fund that charges minimal fees. Those following this path are sure to beat the net results of the great majority of investment professionals." But, without doubt, the most important figure by far in the development of passive investing is this man, John Bogle. In a thesis he wrote as a student at Princeton in 1951, Bogle highlighted the conflict between a stockbroker's loyalty to himself and his duty to his customer. Two decades later he founded a company on the Biblical principle that you cannot serve two masters. Bogle realised that most people are investors rather than speculators. By investing in low-cost index funds and settling for the average market return, they almost invariably end up better off than those who pay an active fund manager to speculate on their behalf. Indeed they have. American investors have poured nearly two and half trillion dollars into index funds, and Vanguard is now the biggest investment company in the world. Avoiding 'putting all your eggs in one basket' by investing in a low cost, widely diversified passive portfolio allows you to reap the higher rewards of riskier assets whilst smoothing out some of the volatility. Featuring interviews with Dan Goldie, Prof Anthony Neuberger, William Sharpe, Laurence Gosling, David Booth, Weston Wellington, Charles Ellis and Bill Bernstein. Before we move on, a recap on what we learned last time. First passive investing is not so much a theory as a matter of mathematical fact. There's a wealth of evidence supporting it - including the work of Nobel Prize-winning economists. And, studies have consistently shown that, when costs are factored in, passive investing produces better returns than active fund management. Of course one of the golden rules of investing is not to put all your eggs in one basket. And the cheapest and most effective way to diversify is to invest passively. Why pin your hopes on the shares of a handful of companies when, for less money, you can spread your risk by taking a stake in the entire market? Active fund managers like to give the impression their funds do spread the risk you're taking. But while index funds often hold hundreds or even thousands of stocks, a typical managed fund will hold only around 50. So if you choose an active fund you're opting for greater volatility - and you're paying a premium for the privilege. Active fund managers do offer more genuinely diversified investments. Recent years have seen a proliferation of so-called balanced, cautious and defensive funds, as well as funds of funds. But the charges on these funds are even higher. Among the most expensive funds are what are called absolute return funds, which are supposed to provide the investor with some sort of return whatever happens - but in reality often don't. Not only does the passive approach offer ultimate diversification within a fund; it also allows an investor to buy an entire asset class. There are index funds for virtually every type of asset, whether it's European equities, corporate bonds or UK gilts. And even when you put your money in riskier assets you're still spreading you're risk by investing in the whole market. To find out how investing passively can help you reap the higher rewards of riskier assts while smoothing out some of the volatility, I visited Austin, Texas. This is home to Dimensional, a passive investment company specialising in investing in small comapnies and so-called value stocks. One argument often put forward by proponents of active fund management is that when asset prices fall, they do so across the board. True, the value of an index fund tracking the FTSE 100, for example, rises and falls in direct correlation with the index itself. But despite the disappointing performance of equities since 1999, a passive investor would still be sitting on a sizeable profit if they had spread their inverstments - especially when dividends are taken into account. On average, they're also better off than if they'd put their money into actively managed funds. And so, to that other golden rule of investing... Always take the long-term view. So, let's summarise... Investing passively is the cheapest and most effective way to spread your risk. Because their holdings are restricted to a relatively small number of stocks, active equity funds are more volatile than passive ones. Active fund managers charge a premium for funds that invest in more than one asset class. And, over the long term, once charges are taken into account, the passive investor will always fare better than the average active investor. (Transcript is below) Fund board directors are seeking to modernize the roles they have played in serving funds and their investors. In the March 23, 2018, edition of Focus on Funds, Amy Lancellotta, managing director of the Independent Directors Council, describes the changes that are needed. For more information, visit http://www.idc.org ----------------------------------------------- Stephanie Ortbals-Tibbs, ICI director, media relations: After more than half a century, there could be an opportunity to modernize the rules governing how fund board directors do their job. Amy Lancellotta of the Independent Directors Council shared some insight on what regulators are looking at, and what the IDC is recommending. Amy Lancellotta, managing director, Independent Directors Council: Directors’ responsibilities have grown significantly since 1940, when the Investment Company Act was first adopted. Over all of these decades, no one has been able to really step back and take a look at those responsibilities, to determine whether any should be eliminated or modified to allow directors appropriate time to focus on those areas where they really add value. Consequently, a number of directors now are tasked with checking the box or performing ritualistic, outdated, or duplicative tasks in many instances, where there may be other personnel within the advisory firm that’s better suited to perform the responsibility. For example, a number of the responsibilities have been on the books way before a CCO was required. Ortbals-Tibbs: And a CCO—a chief compliance officer—was required starting in 2004. That’s a significant change, both to the industry and for the board responsibilities. Lancellotta: The CCO requirement was a game changer for directors on many different levels. But most notably, directors and CCOs are now performing a lot of the same tasks. Ortbals-Tibbs: So it’s exciting, then, that the US Securities and Exchange Commission is looking at this. Lancellotta: We are very pleased that the Division of Investment Management has announced a director-outreach initiative to take a look at current responsibilities imposed on fund boards. In October, IDC submitted a letter to the division with some specific recommendations of our own. Ortbals-Tibbs: And you all really are the experts on what fund board directors might look like. What are some of the things that you recommended? Lancellotta: Our overall theme was, the role of fund boards is one of oversight, not management. We are hoping to develop a common understanding between the regulators, the independent director community, and the industry as to what the appropriate oversight role is for fund boards. That would apply to existing regulations as well as regulations going forward. Ortbals-Tibbs: So this could really help fund boards keep their eye on the ball in ways they feel are the most valuable. Lancellotta: Absolutely. It is time to modernize directors’ responsibilities, and we are hopeful that we will see that happen.

Part two of our guide to RDR explains what investors need to know about the new regime; how they can make sure they are getting the advice they are paying for; or whether they should 'go it alone' and invest without professional advice at all. What does RDR mean for the consumer? Welcome to Part 2 of our guide to the RDR, the Retail Distribution Review. Make no mistake. The RDR is good news for investors. In particular it will mean greater transparency about how much we're paying and what for. It should also result in higher professional standards. But the RDR brings with it potential new pitfalls for investors. The first thing you need to do is decide whether whether you want independent advice or restricted advice. Independent advisers will have to offer a comprehensive range of products; restricted advisers will only sell certain types of products - or products from a limited number of companies. Under the new system, advisers will only be able to earn commission on protection-only products. For everything else, they'll need to agree a fee with you. That's a conversation you ought to be having very soon. Now because you may nlght have paid a fee to your adviser before, you might be reluctant to pay one now. But you were probably paying more to your financial adviser under the old system than you will do post-RDR. In recent years there's been increase in the number of investors manging without financial advice at all. Many industry observers are predicting that the RDR will mean even more people opting for the D-I-Y approach. So is going it alone a good idea? That's it for Part 2.
