Ghana has defended its decision to limit foreign exchange withdrawals in a bid to halt the slide in its currency the cedi. Foreign currency account holders have been limited to withdrawals of $10,000 (£6,000), which must be supported by evidence of an overseas trip. The cedi has fallen to a record low in recent days. Central Bank governor Kofi Wampah has also raised interest rates to 18% to attract more investment. Ghana is the latest emerging markets whose currency has fallen recently. The value of the South African rand has hit record lows, while currencies in Turkey and India have also been hit. "I command the resurrection of the cedi," he told worshippers at his Action Faith Chapel in Accra. Our correspondent says many Ghanaians are concerned about price rises, which will be made worse by Thursday's interest rate hike. In addition to the limit of foreign exchange withdrawals, Mr Wampah said banks would not be allowed to grant loans in foreign currencies to customers who are only paid in cedis. "The main purpose of this regulation is to ensure that we continue to use the cedi as the legal tender," he said. But one forex trader in Accra told our reporter that the limit would not be effective. "If someone brings in $20,000 to change, who would turn it down?" asked the trader, who wished to remain anonymous. But Mr Wampah warned forex traders they had to follow the new rules or be "dealt with". "For the forex bureaux, the issues are bordering on anti money-laundering... Ghana was black listed in 2012 because of our laxity." "We also require more identification when purchasing or selling to forex bureaux and we also request them to computerise so that it will be easier for our supervisors to verify what they are doing." He said plain clothes inspectors would be sent to check on the bureaux.

Dr Bawumia on how to fix Ghana Economy - Restoring the Value of the Cedi part 1

Dr. Mahamudu Bawumia, Visiting Professor of Economic Governance at the Central University College and Former Deputy Governor of the Bank of Ghana has urged the Bank of Ghana to reverse measures rolled out to stem the downward spiral of the cedi saying dollarization is not the cause of depreciation but rather the effect of weak economic fundamentals and the loss of confidence in the cedi. According to him, any attempt to solve the rapid depreciation of the cedi by focusing on de-dollarization will ultimately be an exercise in futility. Dr. Bawumia made these observations while delivering a lecture on the topic "Restoring the Value of the Cedi" at the Miotso Campus of the Central University College. Speaking on some of the alternative views on the causes of the cedi which were largely faulty, Dr. Bawumia stated "One of the key functions of money is to act as a store of value. Throughout history, when money ceases to perform this function, people have found refuge in other commodities as a replacement store of value. "Dollarization" is the replacement of a country's legal tender with another currency e.g. the US dollar. This happens in countries with a history of high inflation and exchange rate instability. The resort to dollars for savings is essentially a risk mitigation measure. There is a vast empirical literature that supports the view that dollarization is a reaction by rational economic players to expected depreciation of a currency. It is not the cause of depreciation. Ghanaians have over the years learnt the hard way that they cannot trust governments to keep the cedi stable. Cedi depreciation has become a fact of life and therefore Ghanaians have come up with coping strategies to deal with exchange rate depreciation, including the holding of foreign currency." rather a vote of no confidence in the local currency," he stated. Ghana Economy: Central bank cuts rate to lowest level in two years

The Ghana central bank has reduced interest rates from 22.5% to 21%. This is the lowest level in more than two years, and seen as a response to the strengthening currency and reduced inflation. Policymakers say the economic activity continues to improve - supported by a rebound in crude oil production and slowing inflation. Inflation has fallen for five consecutive months, allowing policymakers to cut rates to their lowest since August 2015. Still, at 13.2% the annual pace of price growth remains above the central bank's 8% target.
